If you want to contact me then it's most likely regarding your site. Here are some things to consider:

1. Sending me an e-mail will not expedite the listing of your site.
2. The ODP does not charge for a listing; it is a free, non-reciprocal directory.
3. If you cannot find the Submit URL link then you should choose a sub-category.
