A: If your web site offers more than just community interaction via chats and forums, it should probably be listed elsewhere. You can try the parent category : /Computers/Programming/Resources.

A: No. Wait for your web site to acquire a descent community and it should be included. Freshly installed web sites with little or no content will be refused.
