For sites with a statewide presence concerning subjects such as theater, art, photography, movies, music, architecture, dance, libraries, and museums.
Most sites should be submitted to a locality. Sites that may be listed at state level include:
  • Businesses with multiple branches, offices, or locations spanning multiple metro areas.
  • Clubs or associations drawing members from the entire state.
  • Governmental, scientific, or environmental sites concerned with the entire state.

The Metro Area category is for sites that are relevant to the whole metro area, or at least multiple localities. Examples include regional blood banks, regional transit systems, major airports, Boy Scout councils, businesses with multiple locations in the area, and businesses that offer services at customer locations throughout the region (such as tree services, janitorial services, and building contractors). All other sites should be submitted to Localities.

Texas regions are those defined by the Texas Association of Regional Councils . From that site "The geographic boundaries of regional councils in Texas must coincide with the twenty-four state planning regions designated and biennially reviewed by the governor." There are many other ways to regions in Texas, but they shift their definitions over time and there are often disagreements over the definition.
