Encoding means changing an audio file from perhaps WAV format (the most common) into a compressed MP3 file - most the programs in this category are made to carry out this task.Decoding means decompressing a MP3 file into an uncompressed format such as WAV - that is, going the opposite way to encoding. Only some of the tools in this category will carry this task out.
